Restaurants cannot add “service charge” to food bills and it should be left to the discretion of diners to leave tips, Union food and consumer affairs minister Piyush Goyal said on Friday. Adding service charge to the bill is “chhal” (deceit), the minister said, and eateries cannot mislead people by charging for service. “It has to be the consumer’s choice,” he added.
